He advises Italian and international clients on administrative law, public procurement, competition law and regulated markets, both in contentious and non-contentious matters, with a focus on highly regulated and rapidly evolving sectors such as telecommunications, digital, pharmaceuticals and medical devices. Over the course of his twenty-year career, Paolo has developed significant expertise in handling complex litigation before the Regional Administrative Courts and the Council of State, as well as assisting clients in proceedings involving independent administrative authorities, including the Italian Competition Authority (AGCM), the Italian Communications Authority (AGCOM), the Regulatory Authority for Energy, Networks and Environment (ARERA), and in matters involving the Italian Medicines Agency and the Presidency of the Council of Ministers, including Golden Power proceedings. In public procurement, he regularly assists clients throughout the entire procurement lifecycle, from tender participation to execution and related disputes.
He is an adjunct professor of Competition Law and Digital Communications Law at the International University of Rome (UNINT) for the 2025/2026 academic year, where he previously taught Competition Law and Consumer Protection. He also teaches in postgraduate programs.
He is the author of numerous academic publications and regularly speaks at conferences and seminars in his areas of expertise.
Paolo holds a PhD in Administrative Law from the University of Sannio and was a research fellow at the same university. He graduated with honors in law from the University of Naples Federico II, where he also obtained a postgraduate diploma in legal professions.
